It starts with the password prompt box now at startup of Outlook and continues until you exit Outlook Hitting OK will cause it to go away for 3-4 seconds. Opened Outlook today and worked for 4 hours no problem.

Password has not changed in the last year. Closed Outlook many times and opened again.
